Protecting Homeowners and Businesses from Disaster

Why We Need This


For decades, both the federal government and the insurance industry have failed communities in moments of greatest need. When disaster strikes, residents and businesses are left navigating slow federal response, limited insurance coverage, and costly rebuilding. Clearfield must take proactive steps to protect its people and infrastructure.


The Proposal


In 2026 I will be knocking doors for a ballot initiative to create a local disaster recovery fund with the following framework:

  • Sales Tax Adjustment: A small increase of 0.01% to 0.05% in city sales tax.
  • Revenue Cap: The tax will sunset automatically once the city has collected $4 million in dedicated revenue.
  • Dedicated Use: This fund will be a clear line item in the budget, reserved exclusively for rebuilding and recovery efforts when disaster strikes.
  • Renewal Condition: The tax can only be renewed if a declared disaster has occurred and the fund balance falls to $1 million or less.


Benefits to the Community


  • Self-Reliance: Clearfield will no longer wait on federal bureaucracy or slow insurance payouts to protect our people and businesses.
  • Fiscal Responsibility: With a revenue cap and renewal trigger, this is a targeted, accountable solution, not an open-ended tax.
  • Community Security: Residents and businesses will know that their city has a financial plan in place to respond swiftly and effectively to any disaster.

This initiative ensures Clearfield is financially prepared for emergencies without overburdening taxpayers. It creates peace of mind, protects our economy, and makes certain that when disaster comes, Clearfield has the resources to recover stronger and faster.
